National tobacco strategy

Frameworks supporting tobacco control in Australia 

We seek a greater commitment from Australian federal, state and territory governments to control tobacco use in Australia.

The National Tobacco Strategy 2012-2018 is a strategy to improve the health of all Australians by reducing the prevalence of smoking and its associated health, social and economic costs.

In the 2018 Budget submission to the Federal Government the Heart Foundation urges greater investment in tobacco control.

State and territory governments also have responsibilities for tobacco control plans.

The Heart Foundation has contributed to the development of:
We urge Victoria, the Northern Territory and the Australian Capital Territory to commit to strategic tobacco control planning.

Tobacco industry influence

Efforts to reduce smoking should be free of interference from the tobacco industry.

There are obligations under Article 5.3 of the World Health Organization Framework Convention on Tobacco Control, to which Australia is a signatory, to combat the influence of the tobacco industry.

Governments at a national, state and local level should free themselves of tobacco industry influence by:
  • banning donations from tobacco companies and organisations associated with the tobacco industry
  • ending any investment by government, pension and superannuation funds in tobacco companies
Legislation in NSW prohibits donations from the tobacco industry but no other states or territories have bans.

Superannuation fund investments

The following superannuation funds have stopped investing in tobacco companies:
  • First State
  • VFMC
  • HESTA
  • Qsuper
  • Funds SA
  • GESB
  • AMP
